The relay was removed and the contacts are
polished.

I use a narrow strip of 1500 sand paper, folded length
wise, so that the grit is on both sides. Slip it between
the pads and apply gentile pressure to close the
contacts on the paper, and pull it through. Do this
two or three time (no more). Then reverse the fold so
that the paper backing is exposed and the grit is on
the inside. Again, slip the paper between the pads
and close the contacts on the paper, and pull it
through. You can repeat this several times to acquire
a fine polish on the contacts.  
Replacement capacitors... I found a drop in
replacement that did not break the bank ($30 each).
They are a bit taller, but there was plenty of room in
the case to handle this.
Of course the change in post style requires a rework of
the wiring. Spades were soldered onto wires, and also
onto a piece of 10ga UFB copper wire (home spec wire) to
create the buss between the caps.
